According to the newly released survey by Genworth Financial Services for 2008 the average annual rate for a private nursing home room in San Jose , California is $89,973 – up 17% since 2004. About Tom

Thomas Franco has been active in the insurance business since 1980. After Tom graduated California State Polytechnic College in San Luis Obispo and served in the Army he started his working career. After a few job opportunities as manager, industrial engineer and production supervisor he decided he wanted to work in occupational safety and environmental compliance as a safety engineer. This led to working for and with workers’ compensation carriers and began his insurance related career.

During the next 15 years Tom worked in the insurance and financial services industries. He was the Director of Risk Management for the Curry Company in Yosemite National Park for several years. There, he was responsible for negotiation and administration of employee benefits, workers’ compensation and OSHA activities. He also managed general and auto liability claims activities.

After leaving Yosemite Nation Park, he joined the County of Santa Cruz where he served as the OSHA Program Manager and was promoted to the Risk Manager for the County responsible for workers’ compensation, general and auto liability, employee benefits, OSHA and personnel human resources functions.

Tom left the County of Santa Cruz to work for the County of Santa Clara to function as the Senior Loss Prevention Specialist for the entire County. Shortly thereafter he was promoted to manage the OSHA and Insurance Programs. He served in those positions for many years and began working part time as insurance producer.

Tom left the County to work full time with Winn & Company Insurance Brokers as a Producer. As Producer for Winn & Company he started the employee benefits program for the Company. He created the Employee Benefits Division servicing employee benefits, medical, dental and vision programs, life insurance sales, long term care, long term disability, 401(K) programs and numerous other insurance related programs.

Tom left Winn & Company nine years later and began TLF Insurance Services where he continues to service employee benefit programs as noted. In addition to direct insurance services he also started a division of his company servicing College Funding Counseling assistance for college age students and debt relief for there parents.

As an entrepreneur Tom established the College Funding Division of his company during the early part of 2007 and continues to expand services within that area where there is great need of his help. He provides counseling for parents and student alike, interviews students to determine aptitude and interests, supports and prepares grant and scholarship forms and assists in the determination of “best fit” college placement and financial aid.
